Lu Engineers served as Prime Consultant on this Locally Administered Federal Aid (LAFA) project that involved preliminary engineering and final design. The firm provided Construction Administration support and inspection services for the project which served to replace the existing bridge on Fisher’s Landing Road (formerly County Route 195) over Mullet Creek in the Town of Orleans, Jefferson County.
Fisher’s Landing Road provides for the only access into this hamlet that serves the many residents and seasonal tenants along the St. Lawrence River. The bridge replacement required the design of an adjacent temporary detour structure to minimize the construction duration of the replacement bridge. The replacement bridge is a 70’ single span Northeast Extreme Tee concrete beam superstructure with an asphalt overlay supported by concrete abutments founded on bedrock.
The design included replacement of the sanitary sewer force main and accommodations for future water main on the bridge. The project is located within the Coastal Zone of the St. Lawrence River and the Town of Orleans did not have a Local Waterfront Revitalization Plan (LWRP) in place. Coordination with the New York State Department of State (NYSDOS) was required to determine federal consistency for the project, due to federal funding, and the need for federal Section 404 and Section 10 permit approvals from the U.S. Army Corps of Engineers (USACE). Consultation with the U.S. Fish and Wildlife Service (USFWS) Coastal Barrier Resources System Mapping and the New York State Department of Environmental Conservation (NYSDEC) website regarding Coastal Erosion Hazard Areas, determined that these areas were not present within nor adjacent to the project area. Lu Engineers successfully coordinated and received sign-off from NYSDOS on the project.
