Joseph C. Lu established Lu Engineers in 1980 in downtown Rochester, NY. In 1986, Lu Engineers moved to Penfield, NY, where the size of the office was doubled in order to accommodate a larger team and more equipment. Just one decade later, the firm assimilated the engineering staff from the office of a large, nationally known engineering firm, adding even more experience and expertise in airport, city and street design and inspection.
Joe Lu retired in 2007. The company was purchased from Joe by internal employees and the company was owned by its employee shareholders and operated by its Board of Directors with Scott Prior, PE as president from 2007 to 2017. In March 2017, the Board of Directors authorized the sale of all of the current stock shares to Cletus O. Ezenwa, P.E. Mr. Ezenwa is a former partner of Prudent Engineering, LLP and he is of African descent. Lu Engineers is Certified as a Minority-owned Business Enterprise (MBE) and a Disadvantaged Business Enterprise (DBE) in New York State.
We have returned to our roots and our main office is now located at 339 East Ave, Rochester, NY. This location helps us to be even more responsive to our local clients. The acquisition of the Company by Mr. Ezenwa has extended our reach across Upstate New York and we now have major satellite offices in Buffalo, NY and Syracuse, NY along with smaller offices in Albany, NY and Binghamton, NY.
Greg Andrus, CHMM
Investigation/Remediation Group Leader
In 1987 Greg started his career in the western US as a mineral geologist and then working as a geologist in remediation. Greg then found himself at Lu Engineers in 1993 as a Geologist/ Environmental engineer and climbed to Remediation Group Leader. Greg’s 30+ years of experience includes a diverse range of geological and environmental engineering projects. His areas of specialization include remedial investigation/site characterization, site remediation, site assessment, regulatory compliance and permitting. When Greg isn’t busy with work he’s rock and rolling with his band, coaching his son’s soccer team, spending time with his wife and two kids and playing golf.
Bryan Bancroft, CPESC
Natural Resource Group Leader
After earning his degree in Environmental Management from Rochester Institute of Technology in 2002, Bryan continued on to SUNY College of Environmental Science and Forestry, earning a Master of Professional Studies in Water and Wetland Resource Studies in 2005. He eventually found his way to Lu Engineers in July 2005. As leader of the Natural Resource Group, his focus is on stormwater and wetland related permitting, and environmental review. Bryan enjoys spending time with his family and pursuing interests in waterfowl hunting, fishing, live music and alpine skiing.
Janet M. Bissi, CHMM
After briefly interning with Lu Engineers in the summer of 2000 while attending the Rochester Institute of Technology, Janet officially joined the Lu Engineers team in 2007 as an environmental specialist. At Lu Janet has been able to expand her knowledge and experience by working on a wide variety of projects. When she’s not working Janet spends time with her two kids, helping them with their afterschool activities. When she isn’t chasing after her kids she enjoys reading and relaxing.
Geographical Information (GIS) | Environmental Specialist
Casey began his professional career in 2012 after graduating from the University at Buffalo with his bachelors in Geography and Earth Science. Eventually Casey found his way to Lu Engineers in 2014. Casey provides mapping for all investigative and remedial reports for all departments within Lu Engineers. This includes the collection, organization, design, and preparation of GIS data. Casey’s cheerful personality and hardworking attitude makes him another essential strength of the Environmental team. If you enjoy trying new restaurants, craft beer, hanging out with cats and gardening he welcomes your company.
Christine’s time at Lu Engineers has offered her many opportunities since joining the firm in 2006. She started her tenure in the Geographical Information Systems (GIS) department and then began working with the environmental group in 2008. Her previous professional experience in the media and teaching at SUNY Brockport helped her migrate into the marketing department in 2010. Using the writing and inter-personal skills she had garnered through the years; she eventually made her way to her current position as a Grant Writer.
Evan began working at Lu Engineers in October 2012. With over four years of experience as an Asbestos Project Monitor and Air Sampling Technician, Evan is responsible for providing compliance air quality monitoring and project monitoring during asbestos abatement projects. Versatile, personable, and reliable are just a few of the great qualities that Evan brings to the Lu team. In his free time Evan enjoys watching sporting events, listening to new music, and spending time with friends.
Steve Campbell, CHMM
Environmental Division Director
Steve started his career at EPA in Washington, DC in 1987. He joined Lu in 1999 as an environmental specialist before climbing the ranks to become the Environmental Division Director in 2009. Steve has investigated and inspected properties ranging from low environmental concerns to major Superfund sites as both a government contractor and private consultant. Steve also has taught Remedial Investigation and corrective Action at the Rochester Institute of Technology for over 15 years. When you can’t find Steve at his desk you might find him playing guitar with his band at a local venue, or walking his dogs.
After deciding that driving trucks was not a fulfilling career path, Ari decided to pursue a Bachelor’s degree in Environmental Management and Technology from R.I.T. Ari then began her second career as an Environmental Scientist and joined Lu Engineers in 2014. Ari quickly became a vital member of the Environmental Division by balancing project management with environmental remediation, construction oversight, and regulatory compliance for a variety of clients. When Ari isn’t cleaning up the environment she’s out in the woods either running the trails or mountain biking with her sidekick (and Lu’s unofficial office mascot), a Siberian Husky named Bella.
Patrick began working at Lu Engineers in May 2015 as an Environmental Technician. After graduating from the College at Brockport State University of New York he spent many years doing social work. Ready for new challenges and experiences Brian decided to change his career path and become a NYSDOL certified Asbestos Inspector, Project Monitor and Air Sampling Technician. Patrick focuses his energy at the task at hand and is constantly seeking new challenges. Outside of work Patrick spends time with his wife of 20 years and their two teenage children.
Senior Environmental Technician
With over two decades of experience, Steve joined Lu Engineers in 2009 as an environmental technician. Steve is certified by the EPA as a Lead Inspector and Risk Assessor as well as NYSDOL-certified Asbestos Inspector, Project Monitor and Air Sampling Technician. His expertise varies from asbestos project monitoring to lead risk assessments, and lead inspections. Steve takes his responsibilities to heart and transfers his energy to everyone around him. Steve’s commanding presence that will take over any room, exuberant personality, and sense of humor all make Steve a very important member of the Lu team.
Dale Dimick, P.E.
Senior Transportation Engineer
Since 1988 Dale has dedicated his career to Lu engineers as a Transportation Engineer. As a professional engineer with over 28 years of experience Dale has been able to master everything from transportation engineering to construction inspection. Dale has experience working on numerous projects including bridges, roadways and airports. Dale’s charismatic personality shines through everything he does and makes him a great asset to Lu Engineers. When Dale isn’t in the office you can find him chasing his three kids around, spending time with his wife, competing in triathlons and vacationing on Keuka Lake in the summers.
Senior Traffic Specialist
Before joining Lu Engineers in 2008, Jim worked with the NYSDOT in the Construction and Traffic Engineering departments of Region 7 in Watertown, N.Y and retired as the Traffic Signal Engineer. Jim graduated from the State University at Oswego with a degree in Business Management. When he is not working, Jim enjoys spending time with his family and grandchildren, golfing and visiting Florida in the cold winter months.
Laura Gregor, MPH
Laura joined Lu Engineers as an intern in 2011 and as a full time employee after graduating with her masters in May 2016. Laura interned with Lu while pursuing her undergraduate Bachelor’s degree in Biology from SUNY Geneseo, and then while pursuing her Master’s degree in Public Health from the Maxwell School of Citizenship and Public Affairs at Syracuse University and SUNY Upstate Medical University. Laura’s ability to juggle advanced schooling while still working as a vital part of the Environmental team is what makes her a great asset to Lu.
When Laura is not at work she enjoys running and other outdoor activities.
Michael Hanscom, P.E.
Senior Civil Engineer
Joining Lu Engineers in 1982 Mike brings over 32 years of experience to the table. Mike has worked on a vast variety of projects including; portable water treatment and distribution, wastewater collection and treatment, storm water collection and treatment, residential and commercial site plan design, petroleum bulk storage systems, hydraulic engineering and structural design of residential, commercial and industrial buildings and treatment facilities. With the little spare time Mike has he enjoys going on walks with his wife and helping her with gardening, spending time with his son, going to area festivals and filling quiet time up with reading and movies.
Susan Hilton, P.E.
Senior Environmental Engineer
Sue graduated Clarkson University in 1993 with a Bachelor of Science degree in Chemical Engineering and joined Lu Engineers as a staff Chemical Engineer in 1995. Her experience includes a mixture of chemical, civil and environmental engineering. Her wastewater experience includes the design of pump stations, sanitary sewers, industrial wastewater pretreatment and wastewater treatment facilities. Sue’s environmental engineering experience includes asbestos, lead, hazardous waste, mold, pollution prevention and building demolition projects. She has prepared surveys, plans, specifications and estimates for numerous public and private clients. Sue is certified as an asbestos building inspector and project designer.
Joining Lu Engineers in 2011 Brian brings over 35 years of experience in the construction administration and inspection phases of construction projects. Your project gets a thorough constructability review from Brian to ensure that the plans are clear, buildable, practical and cost-effective. In his down time Brian enjoys spending time with his wife and three kids, doing anything outdoors and competing in triathlons.
Engineering Intern | Construction Inspector
Jordan Joined Lu Engineers part time in the summer of 2015 as a construction inspector while pursuing his Civil Engineering Degree at Finger Lakes Community college. In January 2016, Jordan started working part time again, but this time as an engineering intern. As an Engineering intern Jordan works closely with our other civil engineers and has learned how to efficiently use CAD. In the fall of 2016 Jordan is attending the University of Buffalo to pursue his Bachelor’s degree in Civil engineering, while working part time at Lu on his vacations. When not working or in school Jordan enjoys any outdoor activity from hiking, kayaking, fishing to camping in the Adirondacks.
Hazardous Materials Specialist
Carol has worked in the Hazardous Materials Management field for both the Army and the Air Force for over 13 years, providing her with extensive knowledge of government sponsored Hazardous Materials tracking systems as well as purchasing, storage and usage requirements unique to the Department of Defense (DoD). She currently works daily at the Rome Research Site, In Rome, NY. In her off time carol enjoys spending time with her three sons.
Robert Hutteman, P.E.
Senior Structural Engineer
Joining Lu Engineers in 1990, Robert has worked on all types of projects varying from site design to above ground tank inspections. With a career that spans more than 25 years, Robert mainly focuses on bridge design and construction inspection. Robert is active in his community and currently serves as the Planning Board Chairman. Robert also sits on the Board of Directors for Newark-Wayne Community Hospital and the Wayne County Water and Sewer Authority and serves as a Scoutmaster and a baseball coach. Robert’s humor paired with his professionalism makes him a vital asset to Lu Engineers. When Robert isn’t pulling an office prank he enjoys working on his 100 acre farm and enjoying the outdoors.
Jason Messenger, P.E.
Jason joined Lu Engineers in 2006 as a Transportation Engineer right after graduating from Clarkson University. With a background in bridge design, transportation design and construction management Jason quickly learned the ways of the company and eventually began to work on special projects that lead him to where he is today. In May of 2016 Jason became a professional engineer. When you can’t find him at his desk you can find Jason spending time with his wife and two (adorable) daughters. Jason’s unbeatable wit, humor, and positive attitude, all make him a very important member of the Lu Engineers team.
Jonathan Ottman, P.E.
Highway Group Leader | Transportation Engineer
Jon is a graduate from the University of Buffalo SUNY and has over 25 years of professional experience in transportation engineering. Jon worked at Lu Engineers as a young engineer over twenty five years ago, but left to pursue other opportunities. Jon returned in 2006 after being given an offer to help Lu Engineers meet its new challenges and achieve some exciting new goals after the founder of the company retired. Jon has been working hard ever since with the management team to fulfill that vision. When Jon is not at work he has been busy with his wife raising their two daughters and son. Jon has been known as an avid golfer within the local engineering community for many years, but is now spending most of his time these days enjoying watching his children play sports in high school and college.
Scott Prior, P.E.
Transportation Manager | Managing Engineer
Mr. Prior is a 1992 graduate of Clarkson University with over 24 years of experience providing transportation and civil engineering design services to public and private owners throughout New York. He is responsible for the day-to-day operations of the transportation group, business development, staff oversight, and overall project quality and delivery. As a member of the leadership team since 2007 where he now serves as President of the company, Scott has shared responsibility for the identity and financial stability of the company. Away from work, Scott and his wife are raising two sons and enjoy watching them play golf, baseball and basketball.
Tao obtained her undergraduate degree in Accounting from the School of Management, Binghamton University SUNY and followed that up with a MBA in Accounting from Ithaca College. Tao joined the company in 2014 and has been exceptional in her responsibilities as the Controller of the Accounting Office. Tao is a consummate professional who has a warm and friendly personality. When she’s not at work, Tao spends her time with her husband and son. Tao is an excellent cook and in her free time enjoys traveling, music, dance, art and yoga.
